    President’s Notes

    Education course offerings to continue to build upon your payroll knowledge and prepare for the Spring Fall is upon us and with that brings many opportunities for learning and growing! Be sure to check our Exam window. We will also offer a Year-End seminar in December, so be sure to watch for information coming soon.
     

    The Dallas Chapter had three individuals recognized at the 2018 Texas Payroll Conference in September. Congratulations are extended to: Verna Bryant, CPP was honored as the Volunteer of the Year; Jackie Carroll, CPP was awarded with the Judith Houghton Memorial Scholarship which provides her with a free registration to the 2019 TPC Conference; and Chester Morgan, CPP was awarded the President’s Choice Award for his contributions with the TPC Board of Directors. We are very proud of our members, so be sure to Congratulate them the next time you see them!

    The Dallas Chapter also awarded 3rd place in the Best Decorated Chapter Booth contest. Although there is no official prize, outside of bragging rights, we were thrilled to place in the top three! I would like to extend my thanks to the following individuals who assisted with covering the chapter booth during the exhibit hall hours: Martha Baxter; Verna Bryant, CPP; Trish Camp, CPP; Melissa Cooke, CPP; Jeanne Jackson, CPP; Trisha Lindsay, CPP; Becky Mather, CPP; Teresa Mulkey, CPP; Jennifer Phillips, CPP; Kellie Somero, CPP; Terri Watkins, CPP and Doris Williams. We all had great interaction with the attendees and were approached by two individuals who asked Dallas to help mentor them with building their chapter. The Chapter was able to provide 4 prize giveaways in the Exhibit hall and we thank Whataburger for their gracious donation of two $50 gift cards for us to include with our stock exchange canvas photo and silver music note necklace giveaways. Be sure to make plans to attend the 2019 Texas Payroll Conference in San Antonio for the 30th anniversary conference!

    The Board of Directors annual election is around the corner. Serving on the Board is a great opportunity for you to help with the planning and activities offered by the Chapter. If you have wanted to get more involved with the Chapter or want to help make an impact on our Payroll community, consider running for a position on the Board. I would love to have you join us!

    Remember, together we can connect, grow and keep our Chapter strong!

    Change for A Change” Campaign – Local Outreach

    We are winding up our “Change for A Change” partnership with Williams Chicken for 2018. Please bring your loose change to fill our silver buckets.

    Money Matters National Education

    I want to thank all of those that participated in this year’s Money Matters National Education project. We had a very successful effort in reaching more than 400 students in just 5 schools!

    Eye on Education

    Education Update:

    The mission of the Education Team is to promote continuing professional training to DAPA membership. To achieve this goal, we enlist experienced and knowledgeable payroll professionals to instruct our classes and encourage student learning.

    We have one remaining class in 2018 but look forward to a Fundamentals and Mastering Payroll concepts series  the chapter will be conducting in January-March of 2019. These classes allow members and guests an opportunity to attend classes prior to the Spring testing window which covers 2018 content.

    For all of you who have taken or plan to take your exams in the fall, please remember to notify us so we can recognize you at the 2019 Awards meeting.

    Government Relations Updates

    IRS Postpones Form W-4 Major Changes Until 2020.

    The IRS will release a new draft version of the 2019 Form W-4 in the coming weeks, this form is expected to be similar to the 2018 Form W-4. Major changes to Form W-4 have been postponed until 2020. See the IRS website for more information.

    IRS Releases Revised Publication 1494.

    The revised publication updates several incorrect exemption amounts. Click here to view the updated publication.

    IRS Rules on 2017 Moving Expenses Paid in 2018.

    The IRS announced that employer reimbursements made in 2018 for employee’s qualified moving expenses incurred before January 1, 2018 can be excluded from employee’s wages, for income and employment tax purposes. Click here for more information.

    IRS Updates Tax Deposit Publication for 2019.

    Notice 931 has been updated by the IRS with the 2019 tax deposit rules. The lookback period, employer tax liability limits, as well as adjustments are all part of the changes included in the publication. Click here to read the publication.

    IRS Issues Guidance on Filing 2018 Forms 1099-MISC with Nonemployee Compensation.

    The IRS states that any employers filing Forms 1099-MISC after January 31, 2019 with nonemployee compensation should file them in separate transmission from any Forms 1099-MISC without nonemployee compensation. Otherwise the employer may be subject to penalties. Click here to read more.

    IRS Makes Changes to “High-Low” Per Diem Rates Beginning in October 2018.

    The IRS has updated the “high-low” per diem rates to be used for lodging, meal and incidental expenses that are paid to an employee on or after October 1, 2018. Click here to read more.
